Procurement Supervisor
King County
King County's Finance and Business Operations is looking for a new and innovative people leader to become our new Procurement Supervisor. This position manages a diverse staff responsible for central administration of acquisition and contracting for goods, services, technical services, grant contracts, and other requirements of county departments in the execution of their work. This position will work closely with the Chief Procurement Officer and other Procurement and Payables supervisors to ensure continuous operations of the Procurement & Payables Section, including working with a number of support systems such as Oracle, PeopleSoft, and other databases.
ABOUT FINANCE AND BUSINESS OPERATIONS DIVISION (FBOD)
The Finance and Business Operations Division (FBOD) of Department of Executive Services (DES) provides critical financial and payroll business functions to King County and local government agencies to advance the financial stewardship goal of exercising sound financial management and building King County's long-term fiscal strength. FBOD is comprised of five sections: Financial Management; Treasury; Procurement and Payables; Business Development and Contracts Compliance; and Benefits, Payroll and Retirement.
FBOD is the central business owner for the following countywide financial value streams: budget to report; hire to retire; billing to cash; procure to pay; and assess to collect. A value stream is a coordinated set of activities involving multiple organizations that results in services or outputs to customers. FBOD's role as a central business owner is to provide expertise and leadership for standardizing and streamlining the flow of services/outputs through each value stream for the benefit of customers.

KEY DELIVERABLES AND EXPECTATIONS
Reporting to the Chief Procurement Officer, the Procurement Supervisor leads the work unit in achieving strategic and tactical objectives, assisting with high-profile acquisitions, preparing contracts and developing customer-oriented plans that are consistent with policy and strategic goals.
This position will
- Manage the day-to-day operations and staff and serve as a key adviser on all procurement related issues;
- Provide consultation and strategic direction to staff, County leadership and other County partners in the bid and negotiation process of contracts and complex procurements, including appropriate contracting approaches, design of project plans, and contracting techniques to meet program goals and requirements.
- Lead negotiations for prices, terms and conditions and settlement for negotiated contracts and for the resolution of complex change orders and claims
- Perform full-cycle contract administration on all assigned contracts and manages issues involving disputes, modifications, claims and close-outs. Exercises delegated procurement officer authority for a wide range of contracts.
- Direct and shape systems that supports continuous improvement (LEAN) and embraces equity and social justice for employees;
- Foster a culture of innovation and sustained change with a strong sense of how to develop and offer new products and services;
- Leverage the County's information and business intelligence systems to drive operational improvements with a focus on performance, measurement, and accountability; and
- Utilize internal and external resources, technology, and continuous improvement techniques to report metrics, improve processes, create more capacity, and deliver greater value to our customers and community.
THE IDEAL CANDIDATE FOR THIS ROLE WILL
- Have strong knowledge of contractual techniques, methods of contracting and selection factors to plan appropriate strategies to procure complex requirements.
- Have a record of successfully managing, developing, and/or implementing strategic initiatives, policies, and systems to achieve these outcomes.
- Be effective negotiators with the skill to manage complex and difficult contracts, contract modifications and claims, and able to maintain business equity when working with multiple stakeholders.
- Be customer-focused and comfortable advising and partnering with other county staff.
- Understand how to manage complex projects including scoping and organizing resources, developing work programs, and facilitating multi-disciplinary teams.
- Be an excellent people leader. Have strategies and ideas to continue to build on a culture of employee engagement which supports the development, learning, coaching, and team building necessary for the workforce of the future.
- Be able to persevere and adapt as required, while working in a multi-faceted and sometimes ambiguous environment.
- Experience or education in Business, Supply Chain Management, Engineering, Public Administration or a related discipline preferred.
- Demonstrate commitment to continuous learning, procurement of certification(s) (CPSM, CPPB, etc.,) or designation as a Federal Acquisition Professional certified to Level II is highly desirable.
- Have any combination of education or experience necessary to perform the essential functions of the position.
