Commerce is currently looking for a full-time Procurement Specialist . In this role, you'll play a key part in managing our contracts and procurement activities, ensuring we stay compliant with state laws while helping our teams get the resources they need.

This role is ideal for a detail-oriented professional with strong knowledge of procurement and contract management who thrives in a collaborative, fast-paced environment.

As Our Procurement Specialist, You Will

Contract Management

Manage all contractual transactions, including assignment of risk and ensuring sufficient liability coverage. Prepare, draft, and manage contracts, amendments, addendums, and renewals in coordination with divisional contacts, the ND Attorney General's Office, and the ND State Procurement Office (SPO). Track contract statuses, extensions, renewals, and provide timely notification to divisional contacts of changes. Review invoices to confirm contracts are in force and approved prior to payment. Maintain and update contract files, ensuring certificates of insurance and liability coverage are current and valid. Maintain and track copyrights, establish new copyrights, manage renewals, and coordinate updates with the ND Attorney General's Office. Provide education and guidance to team members on policy, statute, and procurement regulations. Communicate with vendors and divisional contacts to resolve contract-related issues.

Procurement Oversight

Serve as the agency's primary liaison with the ND Office of Management & Budget (OMB) State Procurement Office (SPO). Submit procurement requests, Notices of Intent, alternative procurements, and scopes of work through the SPO Work Request System. Approve limited competition and noncompetitive procurements within delegated authority. Adopt, maintain, and update Commerce's internal procurement procedures and policy manual. Monitor agency compliance with procurement laws, rules, and delegated authority.

Training & Certification

Coordinate agency procurement certification training and ensure compliance with OMB requirements. Maintain Commerce staff procurement certifications (e.g., p-card requirements) and distribute official procurement notices.

What We Are Looking For

Proven experience in procurement, contract management, or related field. Knowledge of state procurement laws, rules, and regulations preferred. Strong organizational and communication skills. Ability to manage multiple priorities while ensuring accuracy and compliance.

Minimum Qualifications

Procurement Level 4 certification is preferred; if not certified, must become certified within 90 days of employment.

Ability to travel occasionally to the Bismarck Commerce office and for meetings, conferences, or trainings.

Location: Commerce has a central office location in Bismarck, and this position will be working remotely from any North Dakota location. Some travel is required.

The hiring salary range is $4,929 - $5,545 monthly.
