Position Overview

This position is responsible for sourcing and negotiating materials, equipment, and services for large capital projects. The Project Procurement Specialist/Manager provides oversight and guidance to the company’s EPC (Engineering, Procurement, Construction) contractors and other project suppliers. Primary focus is to internal customer’s technical and commercial expectations and schedule requirements are met and supply chain bottlenecks are resolved quickly for project materials and/or services. The Project Procurement Specialist/Manager possesses a strong foundation of standard concepts, practices, and procedures within the procurement field and relies on experience and judgment to plan and accomplish goals to perform a variety of tasks. A certain degree of creativity and latitude is required. Ability to handle multiple projects and deadlines is critical.

Position Responsibilities

Work closely with internal and external engineering, construction, and project management teams to forecast needs and align procurement equipment and/or construction services with project timelines.
Provide oversight to EPC in its supply chain practices such as sourcing supplies, RFP, RFQ, bid analysis, negotiation and expediting to ensure maximized value from expenditures. Consistently review EPC performance, exploring any new practices and methods to increase the value of services.
Ensure all procurement activities adhere to company practices, industry standards, safety regulations and project specific requirements.
Reviews and enforces any required flow-down provisions from EPC, ensuring alignment with company polices and customer requirements.
Coordinate project needs with internal supply chain teams to ensure all sourcing activities adhere to company practices, industry standards, and project specific requirements.
Develop and maintain strong relationships with suppliers and subcontractors, evaluate their performance, and resolve any issues that affect company quality and delivery commitments.
Liaises with internal stakeholders and legal professionals to assure that contractual terms and conditions are acceptable and serve to minimize risk to the company.
Maintains awareness of current market conditions, new products, and supply sources for assigned commodities, new technologies, and methods that enhance value of purchasing process.
Proficiency in total life cycle cost or other commercial analysis and process improvement methods utilized to support company initiatives.

Basic Qualifications

Bachelor’s degree in supply chain, business, or related field
Minimum 5-years relevant experience for Project Procurement Specialist
Minimum 10 years relevant experience for Project Procurement Manager
Several years specifically within an EPC (Engineering, Procurement and Construction) environment and construction or engineering sectors, is essential.

Preferred Education/Certification/Licensure

Master’s degree in business administration or a related field.
CPSM (Certified Professional in Supply Management) and/or PMP (Project Management Professional) preferred.

Specialized Skills

Strong analytical skills with extensive experience with SAP, Excel, Microsoft Products, Sourcing tools, and similar products.
Exhibits strong personal integrity and a high level of customer service.
Able to act independently with minimal guidance; hands-on project engagement.
Must be able to act with confidence and speed in execution.
Demonstrated ability to facilitate change with a focus on continuous improvement.

(PPE) Personal Protective Equipment is required when performing work in a mine, manufacturing, outdoor, or plant environment. Required PPE may include, but is not limited to, hard hat, hearing protection, safety glasses, safety footwear, respirator, rubber steel-toe boots, protective clothing, gloves, and any other protective equipment as required.

Working Conditions - Our facility sits at an elevation of 4,700 feet. Employees may be subject to extreme weather conditions when working in an outdoor setting (heat and cold, wind). Work is at an open pit mine or manufacturing/chemical plant setting, which may include exposure to moving mechanical parts, toxic chemicals, risk of electrical shock, explosives, fumes, or airborne particles.

Physical Demands -Manual dexterity; sense of touch; sense of smell; speaking clearly; hearing-speech range; hearing – all ranges; seeing, reading and comprehensions; seeing – distant/near; depth perception; color vision. While performing the job responsibilities, the employee is required to talk and hear. The employee is often required to stand and use their hands and fingers, to handle or feel and to manipulate laboratory equipment. The employee is occasionally required to walk, reach with arms and hands, climb or balance, and to stoop, kneel, crouch or crawl. Vision abilities required by this job include close vision. Employees must pass a full-face respiratory fit test. Employees must be able to lift 50 lbs. Must be able to work in PPE level C.
