Description Of Work

Start your journey towards success! The Department of Public Safety (DPS) is currently accepting applications for a Procurement Manager position. This position is located in Raleigh, N.C.

This is an anticipated vacancy. The position is expected to be available on October 20, 2025.

This management position reports directly to the Director of Purchasing and Logistics. This position will manage the Commodities and Services, Hazard Mitigation, and Information Technology (IT) section for the Department of Public Safety. This position will supervise four Procurement Specialists, one Disaster Contract Specialist and one Disaster Procurement Specialist.

The primary purpose of this management position is to craft effective and budget-friendly strategies for all commodity and service procurements that is essential for business operations. This involves nurturing supplier relationships while actively exploring new vendor options. Regularly assess spend practices and identify opportunities for enhancing product quality and ensuring timely deliveries. This position will work with department staff to analyze, develop, draft, negotiate, procure and administer legally binding, mission critical, technically complicated, high-level IT and service-related contracts and agreements for the Department of Public Safety. Position requires communication with management, end users, and vendors in the development of projects, planning for procurements and scheduling of procurement activities. Possess solid negotiations and proven leadership skills.

Additionally, this position will conduct cost analyses and establish improvement benchmarks that can drive better financial outcomes and implement risk management strategies to minimize potential losses from product shortages.

About The Purchasing And Logistics Division

The primary purpose of the Department of Public Safety is the efficient and effective Administration of the Department of Public Safety Budgetary Management, Financial Management, Procurement, and other services, consistent with the N.C. General Statutes, State Budget Fiscal Policies and Procedures, State Purchasing and Contract Administrative Code, DPS Fiscal Policies and Procedures, and Generally Acceptable Accounting Principles and Practices.

The purpose of the organizational unit of Purchasing and Logistics is to provide Comprehensive procurement of goods and/or services to the entire Department of Public Safety in six primary functional areas: Purchasing of Goods and Services; Real Property Lease and Acquisitions; Fleet Management; Auxiliary Support Services / Law Enforcement Support Services (LESS) Office; and DNA Evidence Collection of Anonymous Sexual Assault Kits.

The Fleet Management Section is responsible for over 800 vehicles rented from Motor Fleet Management or owned by the Department. This section is responsible for the scheduling of repairs, fuel, and replacement of vehicles for the various Divisions within DPS.

Salary Range: $73,096.00 - $142,538.00 - Annually

DPS uses the Merit-Based Recruitment and Selection Plan to fill positions subject to the State Human Resources Act with the most qualified individuals. Management Preferences, including Knowledge, Skills, and Abilities (KSAs), are not required but may be used to determine the pool of most qualified applicants. Management Preferences

Working knowledge in general procurement and/or purchasing procedures or regulations of the State of North Carolina.
Working knowledge of technology includes: automated procurement systems, ecommerce, e- procurement, and/or material management-related operations.
Working knowledge of economics, market conditions, procurement and/or supply management.

Military Experience

Minimum Education And Experience

Bachelor’s degree in business from an appropriately accredited institution and five years of progressive procurement experience, one year of which must be of a supervisory nature; or an equivalent combination of education and experience.

Necessary Special Requirements Completion of the North Carolina Contract Management Certification Program within one year of hire into the position.
