This position is hybrid. The employee is split between remote and office work on a formalized schedule. Consideration for location will be Bank Plaza - Wheeling, WV and Wexford - Wexford, PA.

Requirements

Bachelor's Degree in Business, Finance, Supply Chain or related field, and/or equivalent combination of education and experience are required.

Minimum of 5 years procurement, sourcing, vendor management, or supply chain experience required.

Experience working in a regulated financial institution or large corporate environment preferred.

Supervisory experience or leadership skills preferred.

Job Description

SUMMARY

Responsible for development and execution of enterprise-wide sourcing strategies to support operational, regulatory, and financial objectives. This role oversees vendor selection, spend optimization, and procurement governance to ensure the bank secures high-quality products and services while mitigating operational, financial and compliance risks.

SUPERVISORY RESPONSIBILITIES

Supervisory responsibilities may be assigned as follows: interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.

Implements a comprehensive procurement strategy aligned with the bank's business goals, regulatory requirements, and cost-optimization priorities.

Leads enterprise-wide sourcing initiatives across various business lines and spend categories.

Manages procurement policies, procedures, and standards to ensure consistency, transparency and compliance.

Oversees the vendor selection and competitive bidding process to ensure due diligence, ethical standards, and best-value outcomes.

Partners closely with Third-Party Risk Management, Compliance, Information Security and Legal Teams to ensure vendor risk assessments, ongoing monitoring, and regulatory expectations are met.

Assists in contract negotiations to secure favorable terms.

Develops and implements category management strategies to reduce costs, consolidate supplies, and optimize spend.

Monitors procurement budgets, reporting, and forecasting; identify and deliver measurable cost-saving initiatives.

Provides executive-level reporting, dashboards, and insights on procurement performance and vendor spend.

Drives continuous improvement initiatives to enhance governance, efficiency, and transparency.

OTHER REQUIREMENTS

Banking is a highly regulated industry and you will be expected to acquire and maintain a proficiency in the Bank's policies and procedures, and adhere to all laws, rules and regulations that are applicable to your conduct and the work you will be performing. You will also be expected to complete all assigned compliance training in a timely manner.

Possess clear, concise, effective written and oral communication skills to effectively express thoughts, ideas and concepts to management, bank employees and vendors in a collaborative and solutions oriented manner. Ability to interact with outside vendors in person on or by telephone.

Ability to prioritize and balance workload.

Must possess excellent mathematical and analytical skills.

Valid driver's license required - minimal travel involved.

Strong analytical, financial modeling, and problem-solving skills.

Willingness to travel up to 10-15% monthly.

Proficient in MS Office including Outlook, Word, Excel with basic Power Point knowledge.

Accurate data entry skills.
