Position Summary: The Office of Nonpublic Schools (ONPCS) is responsible for more than 850 nonpublic schools and 370,000 students throughout all five boroughs of New York City. ONPCS works collaboratively with City Hall, New York State Education Department (NYSED), various religious leaders, school leaders, elected representatives, and the Standing Committee members, as well as community members from diverse religious and cultural and linguistic backgrounds. ONPCS is responsible for more than $100 Million dollars in federal funding in support of ESSA across various Title funding sources, $46 Million dollars in allocations for the Smart Schools Bond Act (SSBA), $20 Million dollars in NYSTL, $90 Million dollars in the CARES Act, and additional funding allocations. Our office is tasked with ensuring that all eligible students receive services in alignment with state and federal guidelines and with timely and meaningful collaboration with the Standing Committee.

The Director of Contracts and Procurement, ONPCS interacts with a broad range of New York City Public Schools (NYCPS) offices and functional areas to support all financial and office activities related to the Office of Nonpublic Schools. The Director of Contracts and Procurement, ONPCS coordinates efforts to align the needs of the office, students, schools, and families with available resources to improve outcomes. Performs related work.

Reports to: Senior Director of Budget and HR

Direct Reports: Procurement analysts

Key Relationships: Division of Financial Operations (DFO), Division of Contracts and Purchasing (DCP), Division of Human Capital (DHC); various NYCPS divisions, offices, and nonpublic schools. Works with the Standing Committee to ensure that the nonpublic schools supported by the Office of Nonpublic Schools are receiving high-quality, targeted transactional support and guidance. Will serve as ONPCS liaison to DCP regarding all contractual and purchasing inquiries.

Responsibilities

Contract Management

  • Strategizes, develops and implements procedures for improved contract management and administration in compliance with NYCPS policy; advocates change and participates in key policy discussions as appropriate.
  • Provides knowledge, guidance and information regarding vendors, contracts, rules and procurements to internal and external stakeholders.
  • Manages ONPCS contracts, ensuring that all procurement activities comply with the appropriate NYCPS procurement policy and procedures, Procurement Policy and Procedures (PPP) and approved internal controls, by consulting/liaising with DCP.
  • Reviews and expedites all contracts and school purchases by utilizing contract vendors and online purchasing accounts.
  • Reviews contracts and bids to ensure compliance with established purchasing procedures.
  • Leads the development of Request for Proposals (RFPs) and emergency contracts, including:
  • coordinating the proposal and selection process with DCP;
  • reaching out to potential evaluation committee members; and
  • drafting all budget and pricing sheets.

Procurement

  • Oversees and supports the creation of orders, collection and tracking of invoices and supporting documentation, and confirmation of payments, in accordance with procurement guidelines as outlined by DCP.
  • Manages timely and transparent disbursements of payments, generation of purchase orders, and approval and assignment of work plans and agendas.
  • Assists in the preparation of grant applications for non-instructional items, such as those for personnel, supplies, and equipment.
  • Manages the development of policies and procedures to streamline and improve operations and purchasing services to schools.
  • Administers the fiscal year-end reconciliation and closing-out balances for ONPC’s purchase orders.
  • Supports instructional staff in grant administration, including the preparation of annual progress reports and demonstration of outcomes.
  • Serves as a point of contact regarding non-instructional matters for external constituents, including community groups and other City agencies.
  • Prepares budget and procurement reports and makes data-supported recommendations on major spending priorities.
  • Oversees the preparation of reports and documentation in response to Federal, State, City, and NYCPS audits.
  • Analyzes confidential and sensitive data.

Qualification Requirements

Minimum

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or
  • Education and/or experience equivalent to “1”, or “2” above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in “1” above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in “1” above.

Plus

  • Comprehensive, integrated knowledge of ESSA and Title funded programs.
  • Previous purchasing and operations management experience.
  • Proven record of success in managing contracts and procurements.

Preferred

  • Project management experience and problem-solving skills related to gathering, organizing, analyzing and presenting data.
  • Grants management experience.
  • Familiarity with NYCPS systems, including Galaxy, FAMIS, TRAC, NYCAPS and EIS.
  • Skilled in group problem-solving and working with complex concepts in a dynamic setting.
  • Excellent data analysis and presentation skills.
  • Ability to organize facts and present information and figures in a clear, concise, and logical manner, both spoken and written.
  • Excellent writing, editing, and communication skills.
  • Excellent interpersonal skills in dealing with education and non-education personnel.
  • Attentive to detail and extremely well organized.
  • Customer service orientation.
  • Ability to work under pressure and meet frequent and changing deadlines.
  • Ability to solve organizational roadblocks.
  • Ability to anticipate, initiate, and prioritize projects in a rapidly changing environment.
  • Advanced proficiency in computer software programs, particularly Microsoft Office 365 Suite.

Salary: $130,151 - $175,000

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
