Position Overview The Procurement Specialist (Journeyman) provides administrative and technical support to Contracting Officers (COs) in the preparation, management, and closeout of government contracts. This role requires proficiency in procurement systems, the ability to work independently, and strong coordination skills across program offices and staff-level stakeholders.
Key Responsibilities
Assist Contracting Officers (COs) with the preparation of contracts, modifications, and acquisition documentation
Distribute and maintain contract documentation in accordance with applicable regulations
Provide database management and support using government procurement systems
Support contract closeout activities and ensure proper documentation is completed
Collect and compile data for audits, reports, and other official requests
Coordinate with other Government agencies and the Defense Finance and Accounting Service (DFAS)
Create, retrieve, and manage contracting reports
Produce and maintain copies of acquisition and contract documentation
Prepare source selection materials for weapon system contractor acquisitions
Track and monitor contract milestones to ensure timely execution
Systems & Tools The Procurement Specialist is expected to work with and maintain proficiency in the following systems, including but not limited to:
Contract Writing System (ConWrite)
Con-IT
FedBizOpps (or SAM.gov)
Electronic Document Access (EDA)
Federal Procurement Data System – Next Generation (FPDS-NG)
Air Force Data Services
Additional training may be required for other commercial or specialized applications.
Requirements
Journeyman-Level Requirements The Procurement Specialist (Journeyman) shall possess the knowledge, experience, and demonstrated ability to perform tasks related to their technical or professional discipline. This includes:
Ability to work independently and apply proper procedures and processes within their area of expertise
Strong problem-solving and troubleshooting skills to develop effective solutions within established program or project guidelines
Experience interfacing with Program Offices and Staff-Level Support personnel
Education & Experience Requirements
Functionally Aligned (Minimum Recommended)
BA/BS degree and ten (10) years of experience in the relevant technical/professional discipline, including three (3) years in the DoD
OR
Ten (10) years of experience in project assistance, administrative support, or similar roles across public, military, nonprofit, or private sectors
OR
Fifteen (15) years of directly related experience with appropriate certifications as defined in functionally aligned job descriptions, including five (5) years in the DoD
Skills & Competencies
Strong attention to detail and organizational skills
Ability to manage multiple priorities and deadlines
Proficiency in government procurement systems and databases
Effective communication and coordination across stakeholders
Ability to work independently with minimal supervision
Strong analytical and problem-solving capabilities
