Primary Purpose:
The Director of Procurement directs and oversees the procurement processes and activities of Uplift Education, develops and implements purchasing procedures to process bids and purchase orders, and ensures compliance with applicable state and federal laws and regulations, Board Policy, and Administrative Regulations and Procedures.
Duties/Responsibilities:
  • Purchase supplies and equipment for the Network by competitive bids, competitive sealed proposals, requests for proposals, government catalog contract purchases, informal quotations, and negotiations following established network criteria, as well as state and federal purchasing rules
    • Prepare all bidding documents, including notice and instructions to bidders, specifications, and form of proposal
    • Receive and evaluate formal bids and make recommendations for the award of contracts to the Chief Financial Officer for Board approval
    • Obtain and study comparative prices and quotations, and make purchasing decisions based on information obtained
    • Approve all purchase orders and monitor all purchase requisitions to determine the correctness of information, calculations, coding, etc.
  • Maintain and expand the online purchase requisition system in TEAMS
  • Track all orders from Requisition through receipt and payment
  • Maintain vendor lists, develop bidder lists, and approve additions to these lists. Build relationships with vendors to ensure quality customer service.
  • Review and own master service agreements and contracts with vendors.
  • Analyze changes in the market or in the Uplift model to determine the need to shift products/vendors
  • Work cooperatively with network staff to determine purchasing specifications, sources, availability, pricing, shipping, and receiving
  • Compile, maintain, and file all physical and computerized reports, records, and other documents required, including auditable accounting records
  • Develop insightful management reports for the board of directors, leadership team, school leaders, and budget managers
  • Monitor and evaluate current procurement procedures, processes, and guidelines, and make recommendations for improvement
  • Complete RFP, RFB using the Bonfire vendor management system
  • Work with the Sr. Director on fiscal responsibility strategies and creates implementation plans
Education, Experience, And/or Certification(s)
  • Education Requirements: Bachelor's degree in Finance and/or Accounting or related field required; MBA and/or CPA preferred
  • Experience Requirements: Minimum of 5 years of procurement and/or purchasing experience
  • Other:
    • CPPO and/o CPPB certifications preferred
    • Education Business/Procurement Experience preferred
Required Skills/Abilities:
  • Communication Skills: Ability to read and analyze business documents. Ability to create and present presentations to Sr. Leaders as needed.
  • Bilingual Skills: Not required but preferred.
  • Technology: Microsoft applications are necessary, and Frontline TEAMS is preferred
Physical Demands:
Prolonged sitting; The environment requires close proximity to other employees, frequent interruptions, extended periods of time viewing a computer screen, and noise levels from moderate to high. There may be activity from other employees and students of a distracting nature.
Work Environment:
Travel will be minimum. May be asked to visit or present at campus locations.
Starting Salary: $90,000
