Summary of Job Duties and Responsibilities
The Director for Procurement is responsible for the operational management of the Procurement Services Department, which includes campus services for central receiving and postal operations. The Director is responsible for the placement of contracts and orders to acquire goods, services, and capital construction projects in compliance with pertinent purchasing statutes, regulations, policies, and good business practice. The Director coordinates purchasing activities with other University departments, state institutions of higher education, and other state agencies.
- Perform the administrative and managerial functions necessary to plan, implement, review and control the operations of Procurement Services to be in compliance with and support of the policies, mission and strategic plan of the University.
- Ensure the staff of Procurement Services maintain satisfactory levels of competency through training and professional development activities and by special assistance as needed.
- Responsible for distribution of workload by determining the commodity, service and capital construction project assignments of the departmental purchasing agents.
- Responsible for the procurement of goods, services, and projects to ensure the University receives maximum value for expenditures. Determines specifications, solicits bids or proposals, establishes or recommends establishment of orders and contracts, assures receipt of goods or services, and authorizes payments for same in compliance with the requirements of state law, University regulation and policy.
- Responsible for initiating and maintaining effective and professional relationships with suppliers including the maintenance of accurate vendor files and records.
- Responsible for the campus services of central receiving and postal operations, including compliance with federal USPS regulations.
- Oversees campus services to ensure efficient on-time accurate handling, distribution and processing of all incoming and outgoing mail and freight shipments.
- Administers the University liability, vehicle, inland marine, and property insurance programs and claims.
- Administers University real property leases in accordance with Chapter 56 of KRS.
- Must work effectively with a wide variety of University clients and maintain a very high level of client support and service.
- Stays knowledgeable of industry trends, developments, practices, pricing structures, etc.
- Other duties as assigned.
Minimum Education Requirements
- Bachelor's degree required.
Minimum Experience and Skill Requirements
- Minimum of five years of progressively responsible experience, in a supervisory role, leading public or private sector procurement organization(s) comparable to the size and complexity of the University.
Preferred Education and/or Experience Qualifications
- An MBA or a purchasing related certification such as a Certified Purchasing Manager designation is preferred.
- Knowledge of Kentucky or other state regulations related to procurement is preferred.
