Associate Director of Procurement Strategy Management

We are pleased to announce an exciting opportunity for an Associate Director of Procurement Strategy to join our Material Operations & Strategy team. This vital role involves leading a team that collaborates with sourcing operations, design engineering, suppliers, production, and logistics to support an Intelligence program.
Your responsibilities will include managing employee recruitment, selection, training, performance assessments, work assignments, and recognition / disciplinary actions. You will also provide strategic oversight for developing innovative material strategies, identifying and mitigating program risks, and ensuring all material requirements are tracked and reported accurately. Your leadership will be instrumental in achieving the material budget objectives and streamlining program purchase requirements to meet critical schedules. Additionally, you will spearhead sourcing process improvement projects and directly address Supply Chain issues.
This role directly reports to the Director of Material Operations & Strategy and will oversee a dynamic team of Material Project Managers and Planners to ensure all supply chain and procurement needs are met. Some travel may be required, up to 25%.
Primary Responsibilities
- Lead and mentor the Material Operations & Strategy team, ensuring effective procurement support for our Intelligence program.
- Work collaboratively with suppliers and internal teams to solve challenges related to Cost / Value Engineering, affordability, and technical solutions.
- Serve as the primary Procurement Lead Interface with government customers for their procurement needs.
- Manage Supplier Management, Business Process Re-Engineering, and procurement tool deployments.
- Coordinate with suppliers and senior program leaders on hardware and software selection, maintaining effective issue resolution.
- Collaborate across the supply chain organization to drive innovative solutions that meet our program's requirements.
- Conduct project planning, scheduling, and coordination tasks.
- Oversee the development of Bills of Materials (BOMs), Rough Order Magnitudes (ROMs), and resource planning initiatives.
Basic Qualifications
- U.S. Citizen with an active TS / SCI clearance and polygraph.
- Bachelor's degree and 8+ years of experience in Supply Chain, Business, Finance, Operations, or a related technical field; MBA or MS with 6+ years of related experience preferred.
- IT background with experience in Procurement, Logistics, and Supplier Management.
- Strong knowledge of Supply Chain processes and material procurement systems.
- Demonstrated ability to interface effectively across various organizational levels with minimal supervision.
- Excellent written and oral communication skills.
- Ability to thrive under tight deadlines.
- Understanding of compliance requirements such as FAR, ITAR, OFFSET, Foreign Corrupt Practices Act (FCPA), and public law.
Preferred Qualifications
- Experience in inventory planning and tracking.
- Certification in PMP, Supply Chain Engineering, HW / SW Maintenance Planning, or Earned Value Management.
- Comprehensive understanding of U.S. Government acquisition regulations (FAR).
- Experience with PowerBI or similar tools is a plus.
