Our agency is led by Secretary Janet Stanek, who was appointed by Gov. Kelly in Dec 2021. KDHE is comprised of three divisions: Public Health, Environment, and Health Care Finance (which includes the State’s Medicaid program, KanCare). We are the only agency in the nation to have these three entities under one roof which allows us to take a holistic approach to improving and protecting the health and well-being of all Kansans.

Position Summary & Responsibilities

Position Summary:

The position (K0243252)

Provide executive support to the Bureau Director in planning, implementing, and evaluating Bureau priorities, policies, and operations.Lead Bureau wide administrative processes, including workflow development, operational alignment, and coordination across sections.Serve as Acting Bureau Director when delegated.Ensure Bureau activities align with KDHE policies, state and federal regulations, and agency strategic priorities.Facilitate communication and coordination among Section Directors, program managers, and administrative partners. Advises the Bureau Director and executive leadership on funding opportunities, legislative impacts, policy implementation, organizational risks, and strategic initiatives. Prepares executive briefings, legislative reports, grant reports, presentations, and performance dashboards. Communicates bureau priorities, accomplishments, challenges, and recommendations to internal and external stakeholders.

Supervise the Grants & Contracts staff, including grant writers, contract managers, program managers, fiscal monitors, and administrative support staff.Provide coaching, workload management, performance evaluation, and professional development.Establish clear expectations, workflows, and quality standards for grant and contract management functions.Promote a culture of accountability, collaboration, and continuous improvement.

Oversee the full lifecycle of federal and state grants administered by the Bureau, including application development, budget creation, compliance monitoring, reporting, and closeout.Ensure adherence to federal regulations (e.g., 2 CFR 200), state fiscal policies, and KDHE grant management standards. Establish and maintain systems for tracking grant deliverables, deadlines, expenditures, and performance measures.Provide guidance to program staff on grant requirements, allowable costs, documentation standards, and audit readiness.

Job Responsibilities may include but are not limited to the following:

Direct the development, execution, monitoring, and renewal of Bureau contracts, including subrecipient agreements and vendor contracts.Ensure contract scopes, budgets, and deliverables align with program goals and funding requirements.Coordinate with KDHE Procurement, Legal, and Fiscal units to ensure timely processing and compliance with state procurement rules.Implement standardized processes for contract monitoring, documentation, and performance evaluation.

Collaborate with KDHE Fiscal to ensure grant budgets, expenditures, forecasts, and reimbursements align with federal and state requirements.Support development of Bureau administrative systems, including procurement processes, reporting structures, and documentation standards.Review and approve grant budgets, contract scopes, and fiscal documentation as delegated by the Bureau Director. Represent the Bureau in meetings with federal partners, contractors, community organizations, and other stakeholders. Coordinate with internal and external partners to ensure effective communication, compliance, and program alignment.Provide high level guidance to staff and partners on grant and contract requirements, Bureau priorities, and operational expectations.

Qualifications

  • Education:
    • High School, GED
  • Licensing & Certification:
    • Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
  • Minimum Qualifications:
    • Must currently be a Section Director or equivalent and four years of experience in planning, organizing and directing the work of a department, program or agency.
  • Preferred Qualifications:
    • Masters Degree in Public Health/Administration, Family Studies, Social Work, Psychology, Sociology, or related field
    • Word, Excel, PowerPoint, Access
    • Proofreading, editing, attention to detail
    • Ability to maintain effective relationships with supervisors, subordinates, and partners
    • Ability to communicate effectively, orally and in writing
    • Ability to provide effective coaching, mentoring, and professional development.
    • Grants management including fiscal management and action planning.
    • Two years of experience working with partners to develop priorities and goals, implement plans, and
    • Experience working with maternal and child health populations, families, and consumers.
    • Experience working with internal and external cross-functional teams.
    • Four years of progressively responsible leadership experience in public health, gov or nonprofit
