Specifically, this position will administer construction and research subcontracts, negotiate and procure complex laboratory and research equipment, as well as other supplies, materials and services required. This work will require reading, understanding and making decisions on terms and conditions the Laboratory will or will not accept as risk. The Purchasing Supervisor facilitates the purchase process and is empowered to pursue strategies and tactics that enable the Laboratory to achieve the best value, and has broad flexibility in (1) deciding which elements of value will be sought by the Laboratory and expressed in solicitation evaluation factors and their weightings and, (2) determining the most effective procurement business practices to employ.
