Position Description & Qualifications Serco North America is seeking an accomplished and strategic Vice President (VP) of Contracts & Procurement to lead our enterprise‑wide Contracts, Subcontracts, Purchasing, and Supply Chain functions. Reporting directly to the Chief Financial Officer (CFO), this executive will shape the strategic direction of Serco's contracting and procurement operations across our Defense, Federal Civilian, and Canada business sectors. This is a high‑visibility leadership role with significant influence on business outcomes, growth strategy, and operational excellence. The VP will oversee a large organization of approximately 95 employees, including four direct reports-three Contracts Directors and one VP of Procurement. This role is based at Serco's headquarters in Herndon, Virginia, with a hybrid schedule of 2 days per week onsite. In this role, you will: Enterprise Leadership & Organizational Management
- Provide strategic leadership for Contracts, & Procurement functions across Serco North America.
- Lead, mentor, and develop a high‑performing workforce delivering industry‑leading cradle‑to‑grave contract, subcontract, and procurement administration.
- Develop strategies to attract and retain talent and drive high level engagement across the team.
- Ensure all activities align with Serco's business objectives, growth strategy, and compliance obligations.
- Provide contracts & procurement expertise across our five Business Units (BU's) and partner with the BU VP's on key strategic initiatives. Partner with Corporate functional leadership to ensure business alignment.
- Guide the organization through Merger & Acquisition (M&A) due diligence, transition, and integration activities for both contracts and procurement operations when necessary. Contracts Leadership
- Plan and direct all aspects of the company's contracts management function.
- Lead a team of 30 contracts professionals
- Oversee the full contract preparation lifecycle, including proposal development, negotiation, and compliance with applicable laws and regulations.
- Review and approve contractual documents to protect Serco's contractual posture and ensure compliance with Government specifications and requirements.
- Provide expert advice to executive leadership on contractual rights, obligations, risk exposure and mitigation, and interpretation of terms and conditions.
- Help the organization maximize growth, profit and cash returns through effective contract negotiations, management, and customer relationships.
- Serve as the senior SME on Government contracting, including industry trends, compliance, NDAs, Teaming Agreements, proposal support, and negotiation strategy.
- Serve as the primary escalation contact for the team when complex contractual issues arise.
- Ensure that policies, procedures as well as tools and systems necessary are available to support the team. Procurement Leadership
- Oversee the administration and management of all Subcontracts, Purchasing, and Supply Chain requirements for Serco North America.
- Lead a team of 65 procurement professionals.
- Direct the effective implementation of cradle‑to‑grave subcontracting and purchasing responsibilities to meet program and corporate objectives, in accordance with an approved purchasing system.
- Ensure compliance with all applicable laws, regulations, and internal policies governing procurement and subcontracting.
- Provide guidance to executive and senior management on key subcontracting, purchasing, and supply chain issues.
- Help the organization maximize growth, profit and cash returns through effective subcontract & vendor negotiations and management
- Oversee the exchange of information with Government agencies and customers related to subcontracting and purchasing matters, including audits and data calls.
- Ensure effective procure to pay processes are in place in conjunction with accounting leadership. Proposal, Debriefing & Customer Engagement
- Participate in proposal development and win strategy. Actively identify key contractual risks related to new business and recompetes.
- Actively participate in the process in order to identify and mitigate risks, improve Pwin and maximize financial performance.
- When necessary, participate in post‑award debriefings, develop debriefing questions, and support proposal Q&A and discussion phases.
- Build and maintain strong relationships with key Government leaders and external industry organizations.
- Participate in key customer meetings and build relationships with key Contracting Officers and Technical Representatives. Compliance, Risk & Performance Oversight
- Ensure compliance with key FAR/DFAR's requirements and Truthful Cost or Pricing Data statute.
- Participate in key organizational Conflicts of Interest discussions and support mitigation planning.
- Recommend corrective actions for performance challenges or escalated contractual or procurement issues.
- Work with your leadership team to monitor company performance to ensure compliance with contract terms, subcontract requirements, legal obligations, customer specifications, and Government regulations.
- Participate in monthly Business Unit and Program Performance reviews.
- Develop action plan for preventing fraud within the Contracts & Procurement organization and partner with Finance & Compliance to deliver on-going training to keep our staff informed on the risks of fraud in our operating environment. Business Strategy & Financial Impact
- Advise Serco leadership on opportunities to improve financial performance through contract, subcontract, and procurement actions.
- Engage in vendor management and leverage economies of scale in purchasing leverage at the Corporate level.
- Stay engaged with industry trends, best practices, and regulatory changes to ensure Serco remains competitive and compliant. To be successful in this role, you will have:
- Ability to obtain an active Secret clearance.
- U.S. Citizenship is required.
- Bachelor's degree and 15+ years of Contracts experience in Government Contracting and Procurement across U.S. Defense, Federal Civilian, and Canadian and Commercial markets.
- 10+ years of leadership experience managing matrixed teams; experience leading organizations of 30+ employees strongly preferred.
- Strong collaboration skills and working knowledge of current technologies and applications.
- Excellent written and verbal communication skills.
- Strong business acumen with understanding of financial management and business operations.
- Deep knowledge of FAR, DFARS, international contracting practices, NDAs, TAs, and all major contract types (IDIQ, FFP, cost‑type, T&M, Fixed Fee, Award Fee, Incentive Fee, Award Term, OTAs, & SBIRS).
- Familiarity with Government property administration, small business subcontracting programs, mentor‑protégé agreements, and SBA joint ventures.
- Willingness to travel as needed up to 10%. Additional desired experience and skills:
- Active Top Secret Clearance.
- MBA, Business degree, or professional Contracts/Procurement certifications.
- Experience with GSA contracts and Service Contract Labor Standards (SCLS) .
