We are seeking a dynamic and strategic leader to serve as the Procurement System Director to manage the procurement side of PeopleSoft Financials & Supply Chain Management. This includes the Inventory, Catalog, Mobile Inventory Management, Purchasing, Strategic Sourcing, Supplier Portal, Supplier Contract Management, eProcurement, eSupplier Connection modules, as well as the associated business processes, system users and internal and external stakeholders. As the Procurement System Director, you will be responsible for leading a dynamic team of experts that will continue the design, development, delivery and on-going support of the Procurement System and related data analytics provided in the Oracle Business Intelligence solution.
Key responsibilities include
- Oversees production support and all projects associated with the Procurement System, including the related data analytics provided in Oracle Business Intelligence Enterprise Edition;
- Collaborates with citywide leaders to define business objectives, strategic initiatives, and system priorities.
- Translates the strategic direction and business objectives established by stakeholders into holistic system and business process strategies;
- Serves as a procurement expert in meetings with internal management, other City procurement leaders, contractors, and other stakeholder groups and will work collaboratively with other managers on policy and legislative changes to improve procurement performance and practice;
- Interacts with other Systems Division internal teams (Financials, People & Pay, Technical, Project Management Office, Reports & Analytics, Change/Training, and User Support) to delivery system changes and support ongoing maintenance;
- Operates as the key point person for citywide procurement problem solving, innovation and adoption, messaging, and marketing of Procurement System solutions;
- Collaborates with the Change & Training team to identify, design and ensure the delivery of training curriculum for end users;
- Manages deliverables, resource needs, and work plans with limited guidance;
- Supervision of three Procurement sub-teams (Purchasing, Inventory & Catalog, and Suppliers & Strategic Sourcing) with a total of 12 team members;
- Develops staffing plans, hires and manages staff, and evaluates performance of staff as well as consultants;
- Leads development solicitations and contracts for new Procurement System functionality and consulting resources;
- Resolves complex contracting and procurement issues in collaboration with departmental managers, procurement staff, project managers, and other City agencies;
- Communicates with Controller’s Office Sr. Management, Executive Steering Committee, boards, commissions, major stakeholders and the public by providing data and analysis as necessary;
- Provides Procurement System strategic planning, including management of annual performance goals and quarterly business review meetings;
- Responds to public information requests and provides reports as requested; and
- Performs other duties as assigned.
