Manager - Strategic Purchasing
BAE Systems USAJob Description BAE Systems Space and Mission Systems (SMS) is seeking a highly motivated Strategic Purchasing Manager to join our team and drive operational efficiencies and cost savings. This role will lead initiatives supporting SMS programs in Direct Procurement. This position is category-specific, focused on Electronic Components, and will also leverage general strategic sourcing knowledge to apply best practices across key areas of spend.
This position will be accountable for managing a team responsible for the procurement of indirect products and services in support of BAE Systems SMS. This position will lead a team that manages the proposal, negotiation, and/or contract activities in accordance with company policies and customer requirements. This candidate will support internal customers on assigned projects by participating on project teams to ensure that BAE Systems SMS is leveraging its spend, effectively utilizing resources, driving to best value and improving overall supplier performance for the SMS sector.

In addition, this role may be required to conduct pre-legal reviews of contractual language and make recommendations to ensure BAE Systems terms and conditions are met and liability is limited.
The Operations Strategic Capabilities Unit plays a fundamental role in enabling efficient business and program execution – from strategic capital investments, industrial operations and an efficient supply chain, to state-of-the-art manufacturing and test operations and top-notch facilities management.

What You'll Do
- Manage team members who perform all tasks associated with the daily processing of purchase requisitions for internal customers.
- Develop specific sourcing strategies along with internal stakeholders and develops supplier agreements to optimize supplier base. Executes end-to-end RFX steps in alignment with sourcing strategies.
- Maintain, report on, and provide recommendations regarding industry and market trends.
- Develops and maintains professional and dependable relationships with both internal customers and suppliers.
- Aide in the organization of the technical data, development of statement of work, delivery schedule, milestone payments, terms and conditions, offset requirements and other contractual elements into a cohesive proposal.
- Review the technical and pricing proposals for accuracy and consistency, develop individual supplier strategies and making recommendations to the internal customer based on the analysis with attention to the financial and business risk of each proposal.
- May develop contractual language to ensure compliance with BAE Systems, Inc. legal terms and conditions. Negotiates low risk business terms and conditions, as required.
- Serve as primary point of contact between the company and the supplier for contractual matters on assigned contracts and projects, including supplementary agreements such as proprietary information agreements, teaming and other business agreements.
- Develop strategies to navigate industry-specific challenges like component shortages, geopolitical issues, and long lead times.
- Use ERP/MRP systems to forecast demand, set safety stock levels, and coordinate production schedules to prevent stockouts or excess inventory.
- Responsibilities also include coordinating with other company functions as required to ensure appropriate reviews are conducted (such as Legal and IT Governance), scheduling required reviews, and obtaining required review and approval signatures prior to submittal of proposals or execution of contractual documents.
- Document procurement files in accordance with polices to appropriately demonstrate that consideration has been given to all factors essential to effective and economical procurement.
- Follow Procurement policies and procedures, including strict adherence to Separation of Duty and Delegation of Authority requirements.
- Maintain a regular and predictable work schedule.
- Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company.
Interact appropriately with others in order to maintain a positive and productive work environment.
