The Senior Manager, Procurement Operations - Android Products will be accountable for leading procurement strategy, execution, and optimization of end-to-end (E2E) processes across the Android mobile device ecosystem. This role ensures procurement operations align with Financial, Compliance, SCM, Product, and Client objectives , while driving efficiency and innovation in sourcing Android devices from carriers, auction platforms, and other third-party suppliers.

Key focus areas include

  • Strategic sourcing of Android devices from carrier auction platforms and alternative channels
  • Third-party supplier management through structured Quarterly Business Reviews (QBRs)
  • Optimization of procurement processes, invoicing, and supplier integration
  • Support for new product introductions and client/program launches
  • Performance monitoring against KPIs/SLAs for procurement cycle times, supplier responsiveness, and cost savings

This position requires a proven ability to manage complex global procurement processes, lead cross-functional teams, and proactively intervene to ensure results. Domestic and international travel will be required.

Duties & Responsibilities

  • Develop, launch, and optimize procurement strategies for Android mobile devices across carriers, auctions, and third-party suppliers
  • Lead sourcing efforts through carrier auction platforms and other marketplaces to secure mobile devices at competitive terms
  • Drive continuous improvement with both project-focused and daily procurement operations initiatives
  • Lead structured Quarterly Business Reviews (QBRs) with third-party suppliers to evaluate performance, compliance, and opportunities
  • Train and hold stakeholders accountable for adherence to procurement processes and standards
  • Conduct monthly and quarterly operational meetings with defined cadence
  • Update SOP documentation and ensure compliance with requirements
  • Identify procurement process failures, determine root causes, and implement corrective actions
  • Discover opportunities to positively influence KPIs, supplier relationships, and strategic objectives
  • Act as liaison between carriers, auction platforms, suppliers, and internal stakeholders, building project plans and collecting key information
  • Lead cross-functional projects to ensure timely completion of procurement-related process changes or implementations
  • Develop and support pilots to validate new sourcing strategies or supplier partnerships
  • Ensure compliance with corporate, regulatory, financial, and industry best practices
  • Perform rotational procurement audits focusing on supplier performance and auction platform efficiency
  • Support other SCM business needs as required

  • Auction Sourcing Efficiency:
  • % of total Android devices procured via carrier auction platforms (target: 20-30%)
  • Average cost savings achieved vs. direct OEM or wholesale sourcing (target: 10-15%)
  • Supplier Performance:
  • Supplier compliance rate with contractual obligations (target: ≥95%)
  • Improvement in supplier responsiveness measured by SLA adherence (target: ≥90% on-time delivery)
  • Procurement Cycle Time:
  • Average time from auction purchase to device availability in supply chain (target: ≤7 days)
  • Financial Impact:
  • Annual procurement cost reduction (target: ≥8% year-over-year)
  • Reduction in invoice discrepancies with suppliers (target: ≤2%)
  • QBR Outcomes:
  • % of suppliers with measurable improvement plans post-QBR (target: 100%)
  • Supplier satisfaction and partnership growth metrics

Knowledge, Skills & Professional Competencies

  • 8-10 years of experience in telecommunications or mobile device procurement,
  • Bachelor's degree in Business or related field
  • Demonstrated ability to lead global cross-functional teams and manage direct reports
  • Strong oral and written communication skills, including presentations and supplier negotiations
  • Ability to influence at multiple organizational levels and with external partners
  • Proven self-starter with proactive, creative problem-solving skills
  • Expertise in diagnosing and solving complex procurement challenges with detailed analysis
  • Experience managing supplier integrations, carrier auction platforms, and procurement systems
  • Understanding of differences between carrier auctions, wholesale suppliers, and direct OEM sourcing
  • Ability to manage offshore resources effectively
  • Skilled in distilling procurement requirements into actionable items for cross-functional teams
  • Proficiency with business software (Visio, PowerPoint, Word, Excel)
  • Strong analytical, strategic thinking, and change management skills
  • Track record of overcoming barriers and delivering measurable procurement results
  • Ability to build and maintain global supplier relationships across diverse organizations
  • High standards for quality, compliance, and performance
